Independent review of Seqwater's Flood Event Report

On 24 September 2012, the department released the independent review of Seqwater’s Flood Event Report:

The completion of the independent review met the Government’s commitment to identify any dam safety issues for the 2012-13 wet season.

The purpose of the independent review was to implement recommendation 16.3 of the Final Report of the Queensland Floods Commission of Inquiry. This key recommendation required an appropriately qualified and independent person be engaged to review Seqwater’s report into the 2011 flood event at Wivenhoe and Somerset dams.

The Government is considering the findings and recommendations of the independent review. The recommendations are also being assessed by engineers from the department’s Queensland Water Supply Regulator and engineers from Seqwater with the first priority to identify dam safety matters for future wet seasons.

The report addresses key issues including the safety of the dam, flood operations, the January 2011 flood event and Seqwater’s report into that flood event.

Seqwater’s Report on the operation of Somerset Dam and Wivenhoe Dam dated March 2011, which was the subject of the independent review, is also available for download.

Independent experts

The United States Department of the Interior: Bureau of Reclamation (USBR) and the United States Army Corps of Engineers (USACE) jointly conducted the independent review.

While the Government’s preference would ordinarily be to use Queensland or Australian dam and flood mitigation experts, the appointment of USBR and USACE gives Queensland residents, especially flood victims, absolute independence for this important review.

The United States institutions brought proven expertise in the operations of large and gated flood mitigation dams similar to Queensland’s dams, and are independent from Seqwater and the dam safety regulator.

The USBR and the USACE collaborative reviews were performed in accordance with the Terms of reference (PDF, 73.1KB).

Responsibilities of the review were shared. The USACE focused on operations of the dams during the flood event and the USBR focused on dam safety aspects of the operation of the dams, both during the flood event and post-flood conditions. This page will be updated with more information about the report and activities associated with it as it becomes available.
